SUBJECT: SPONSOR RESPONSIBILITIES

1. Sponsors are directly responsible for the conduct of their invited guests and must ensure visitors follow all established laws, regulations, and directives that provide for the good order and discipline and public safety while on Offutt Air Force Base. Sponsors must be in attendance at the event they are sponsoring and must take an active role in ensuring the event remains peaceful and lawful. If the event becomes disorderly or dangerous, sponsors must notify security forces personnel.
2. All sponsors are required to ensure their guest’s posses valid identification credentials, such as a driver’s license or photo ID. Guests who bring vehicles on base must possess and display on request appropriate vehicle documentation (registration, proof of insurance and valid driver’s license).
3. In addition, sponsors are required to brief their guest’s on the following items listed below:

Guests could be asked by on-duty Security Force personnel to consent to search of their vehicle while entering, on, or leaving Offutt Air Force Base.

If a vehicle belonging to a guest is towed or impounded on Offutt AFB, they are responsible for all costs and actions associated with towing and recovery of the vehicle.

All occupants must wear seatbelts and restraining devices while operating on Offutt AFB.

Guests could be requested by on-duty Security Force personnel for a test of intoxication as assimilated by state motor vehicle law or statue.

Guests must proceed directly to the event location when entering the base, and depart the base immediately following the event using only authorized traffic ways. Off-limit areas are identified by signs stating “Restricted Area” or “Controlled Area”.

Guests must observe all posted traffic laws and base regulations.

Copies of this Entry Authorization Letter will be delivered to every installation entry point. Ensure that your guests are informed of the following gate hours: USSTRATCOM Gate (Capehart Rd.): 24/7; Kenney (Flag) Gate: 24/7.

Sponsor must brief all visitors listed on this EAL to brief GATE SENTRIES of the exact title of the event they are attending, listed in the block labeled “TYPE OF EVENT”.

The use of cellular phones (talking/texting) while driving on base is prohibited and is a primary offense.
4. Acknowledge receipt and agreement that you will provide this briefing to your guests by completing the signature block and signing below.

Smaller Fields (Normally 8/9/10/11/12’s)
Take HWY 75 to the HWY 370 Exit. Proceed to Ft. Crook Road. The Kenney Gate (One with all the states flags) will be your entry point for these fields. There are some rather large speed bumps at this gate so if you have a low sitting car go slow over these bumps.
Softball Fields (Normally 13/14’s) There has been construction at the gate so follow the road to the right once you enter the gate.
Take HGWY 75 to Capeheart Road. Go East on Capeheart until you reach the gate. Approach speed is 15 MPH.
