II.The main content of this relations
International Economic Relations, nowadays, is one of the main branch of World Economy and this is the most significant to state economies which helps to make an economic relations with other countries and play main role in World Economy system. The basis of IER is state relations. This is mainly because, This term is increasingly being used only to describe economic relatios between countries.
International economic relations as the subject of a special course – is part of modern economic theory, which studies the relations developing between businesses in the areas of international trade (goods and services ), the international movement of factors of production (capital, labor , technology ) in international monetary and financial sector as a relatively independent economic phenomena of modern economic relations.
IER provides economists an indeepth understanding of the market, political, and other forces that drive the economic globalization process, as well as of the private and public actors and institutions that shape International Trade and Financial developments and policies.
In today’s world, the study and pracrice of International economic relations is important for many reasons:

  IER lead to a successful trade policy between countries
  
• 
  IER encourages bussiness, tourism and immigration-related travel, creating opportunities for people to improvetheir lives.
  
• 
  International Relations allow countries to cooperate with each other, gather resources and share information. Besides this, It enhance human culture through thedevelopment of cultural exchange, economic diplomacy and politics.
  

International economic relations is the one of the main indicator of country’s econmy which will show the country’s economic profit, its export and imports, Real GDP and the potential of economy. Why is this relations so important? Because nowadays, IER is increasing more and more among the countries. The main purpose of it, all countries try to increase real GDP and as we know, GDP is the main indicator of economy. And with the developing of IER, there will be more improving in Labor Division, Economic Integration and better Invistition Movement between nations.
Definition of international economic relations as a socio-driven market system rather vividly reflects its current state:
• market orientation;
• tangible effect of non-market, institutional controls at both the regional and inter-regional and global levels;
• desire to control the world market and an active influence on the domestic national markets by international institutions, multinational corporations, with the help of various tools, including the market.
This is an essential feature of the system of international economic relations.
To determine the "International economic relations" should be out of the world economy highlight the economic subsystem. International economic relations, in spite of being one of the subsystems of the world economy, however, has its own logic and its own development subsystem. In other words, highlighting the international economic relations of the world economic system, it is necessary to determine: systemic concept, the content material, the structure and subjects of international economic relations.
The concept of the system of IER is a system ratio which expresses the unity or the integrity of the system:the overall objective of the whole system and its subsystem at all levels, the mechanism of functioning of the whole system and its subsystem, as well as the norms of behavior of IER is the motivating to make connection between countries, decision making, the criterion of efficiency, etc
In other words, the presence of specific integral properties of the large number of interrelated elements making system.From the standpoint of contemporary realities, those shifts that have occurred in the development of the world community, serve as the backbone to ensure the unity, integrity of international economic relations, the two properties (attribute):
• variety of market-based economic relations , called "socially oriented market system ";
• internationalization of economic relations , which grows in th e integration and globalization, that is, the formation of a single supranational economic (trade, production and investment, monetary and fiscal ) space.
These properties determine the specificity of the content and structure of international economic relations.
International economic relations are an information system in the information society. This is - one of the faces of her social type that defines its operation and development because:
- information and information technology is one of the decisive factors in the growth of labor productivity and competitiveness of firms, national economies, regional groups, multinational corporations. Competitiveness on the basis of information technology is achieved due to a sharp increase in the rate of International economic relations -social and market-based control system economic processes by reducing energy consumption, material consumption , the transition to zero waste production;
- the use of information technology is a major factor in making the right management decisions;
- information technology will allow effective small-scale production -oriented to a specific person;
- information and information technologies are changing the nature of the accumulation of wealth, and in the end - the very concept of "wealth". There is a transformation from the real wealth of knowledge and other useful information. Information is usually embodied in a reified factors, but they are not capable of self-expression. Therefore, the accumulation of human capital is becoming a priority.
International Economic Relations at the micro level are relationships that develop between the subjects of world economic relations concerning the interstate movement of goods and factors of production.The substrate of the internationaleconomic relations system and their structure
The International economic relations at the macroeconomic level, it significantly expanded. It includes:
• study of the phenomenon of the modern international monetary and financial system;
• study of the problems concerning the exchange rate and the mechanism of its formation, the balance of payments, which determine the position of the national economies in the world economy;
• analysis of the international financial markets, trade in specific financial instruments - currency and credit, securities.
The development of IER leads to the openness of the economy of that country. A characteristic feature of international economic relations is the fact that from the very beginning because of its nature and an information market is an open system with a high degree of openness.
The overall level of openness of the system of international economic relations is determined by the degree of openness of its subsystems and subjects: first of all the national economies and regional integration groupings, multinational corporations, international economic organizations. Usually, the "openness" is meant the development of 2-key channels that link the national economic system:
-the international movement of goods and factors of production;
-the international monetary and financial sector.
The current state of the system of international economic relations can distinguish two criteria and therefore the level of openness of its two subsystems:
1) due to the international division of labor, the degree and forms of involvement in the international movement of goods and factors of production.
2) due to the global economic division of labor, the degree of integration of national economies into a regional and global economic area.
The state has played an important role in the formation of an open economy in the World Economy. The country has taken on the function of encouraging the exports of goods and services, promoting cooperation with foreig firms, the development of foreign economic relations and stimulating export-oriented production.
Open economy as a basis of International Economic Relations is highly important factor in the development of economic relations. Because it will create a chance to analyse the World Economy is increasing or not. And also the countries may compare their profit of given period with other periods.
Moreover, Economic openness and the expansion of international relations will lead to the liberation of the state’s economy. It also determines the economic and political power of countries and helps them find their place in the World

This graph is about the Foreign trade turnover of Uzbekistan between periods 2017 and 2018. In this, we can see the growth in Foreign trading . And the figure1 also confirms with showing statistics how International Economic Relations is important in Economy. Exports , imports and Foreign trade turnover is increased. If the indicator of turnover shows $26566,1 mln , after a year it growed and consists $33815,3mln. As seen, the IER is one of the main significant factor of country’s economy to developing Economic potential.
