Thank you for your recent request received 12 January 2012 and actioned under the Freedom of Information Act 2000 (FOIA) in which you requested the following information:
Regarding Licensing conditions for Liverpool-Manchester United matches:
I am interested only in documents or correspondence related to matches occurring after the 1 July 2011:

Any correspondence between the city council and Liverpool Football Club and/or Manchester United Football Club

Any reports produced for internal use by council officers and staff or for the use of members of the council's licensing committee
-
Any correspondence between council staff/officers or between staff/officers and the licensing committee that are related to ticket allocations and other licensing requirements imposed upon matches at Anfield between Liverpool and Manchester United.

I confirm that we hold the information you have requested.
For the point 1 above, I can confirm that the City Council holds the following documentation:

A report presented by Liverpool FC and Manchester United FC to the Safety Advisory Group and Licensing Committee for approval in 08 August 2011
Note that information held at points a, b, c and d the Council is refusing to disclose. The entire contents of these documents are exempt from disclosure under Section 41 – provided in confidence. The Council confirms that the information was provided by Liverpool FC and Manchester United FC and it was implied by the nature and the content of the subject matter that this information was provided in confidence, as Section 41 is an absolute exemption there is no requirement to consider the public interest test.
For point 2 of your request, the information which you have requested is already reasonably accessible to you by other means. The information is available via the City Council website, committees section which you can access at the following links:

Section 21 of the FOIA states that public authorities do not have to provide information to applicants where it is reasonably accessible to an applicant by other means, therefore we are refusing to provided this information as you can already access it by accessing the link provided.
For point 3 of your request, please see the attached documents. Note that we have redacted the names and email address of specific individuals as this is personal identifiable information as defined by the Data Protection Act 1998 and as such is exempt from disclosure by virtue of sections 40(2)(b) and 40(3)(a)(i) of the Freedom of Information Act. The release of the information into the public domain would constitute an actionable breach of the Data Protection Act 1998, and therefore been redacted.

The City Council will consider appeals, referrals or complaints in respect of your Freedom of Information Act 2000 and you must submit these in writing to xxxxxxxxxxxxxxxxxxx@xxxxxxxxx.xxx.xx within 28 days of receiving your response.
The matter will be dealt with by an officer who was not previously involved with the response and we will look to provide a response within 28 working days.
