PUBLIC RELATIONS SUBCOMMITTEE GUIDELINES

ADDENDUM E

PRIMARY PURPOSE

The purpose of this subcommittee is to inform the public that: (a) the Narcotics Anonymous program offers recovery from active addiction, and (b) where to find that help. All Public Relations activities are to be carried out in accordance with the Twelve Traditions of Narcotics Anonymous.


SUBCOMMITTEE MEMBERS

Subcommittee members (trusted servants) shall consist of a chairperson, vice chairperson, secretary and task force coordinators, all of whom, other than the chairperson are elected by the PR Subcommittee. All Narcotics Anonymous members in the West Valley Area are encouraged to attend and participate and all NA members are welcome.



FUNCTIONS


A. To conduct all PR action in a manner consistent with the WSO “A Guide To Public Relations.”

B. Meet monthly at a designated time and place that will be publicized throughout the area.



VOTING


A. Any member attending their second consecutive meeting may vote but any member that misses two consecutive meetings may not vote.

B. Requests/Ideas must be submitted by voting members.

D. In the event of a tie the chairperson may vote.

E. Trusted servant’s positions are for one (1) year.


REQUIREMENTS AND DUTIES
CHAIRPERSON:

Requirements:

A. Must have a minimum of two years clean time.

B. Must have a minimum of one year at the Area Level.

C. Must have a minimum of two years PR experience.

D. Have a working knowledge of the Twelve Steps, Twelve Traditions and Twelve Concepts.

C. Knowledge of the WVASCNA Guidelines and Consensus Based Decision Making.
Duties:

A. Arrange an agenda and preside over subcommittee meeting.

B. Attend monthly WVASCNA meeting and submit a written report, to include a financial report, itemized expenses, literature inventory, etc.

C. Attend regional PR meeting and submit a written report.

D. Responsible for all PR functions, but may delegate some of these responsibilities.

E. Responsible for initial contact on all requests for information about NA.

F. Delegates requests to the appropriate task force coordinators or trusted servants.

G. Provide current signed Statements of Understanding and Financial Responsibility for all subcommittee members to the area secretary.

H. Submit projected annual expense budget to the area treasurer in September. Any budget

requests which exceed previous year’s budget and/or previous year’s expenditures must be

accompanied with an explanation for why more funds are needed.

I. Maintains archives.


VICE CHAIRPERSON:

Requirements:

A. Must have a minimum of one year clean time.

B. Must have a minimum of one year PR experience.

C. Have a working knowledge of the Twelve Steps, Twelve Traditions and Twelve Concepts.

D. Knowledge of the WVASCNA Guidelines and Consensus Based Decision Making.

Duties:

A. Assumes the role of chairperson in the event of their absence.



B. Work closely with task force coordinators.

C. Assumes role of task force coordinator in the event of absence.

D. Retrieves helpline PR messages weekly and notifies appropriate trusted servants.
SECRETARY:

Requirements:

A. Must have a minimum of six months clean time.

B. Have a working knowledge of the Twelve Steps, Twelve Traditions and Twelve Concepts.


Duties:

A. Records minutes of subcommittee meetings.

B. Supplies copies of minutes of all subcommittee meetings.
TASK FORCE COORDINATORS:

Requirements:

A. Must have a minimum of one (1) year clean time.

B. Must be familiar with guidelines and functions.

C. Have a working knowledge of the Twelve Steps, Twelve Traditions and Twelve Concepts.
Duties:

A. Keep written records of all activities.

B. Submit written report at all subcommittee meetings.

C. Responsible for all duties as defined by specific task force duties.

D. May delegate some responsibility to task force members.

E. Recruit members as needed to assist in task force operations.

F. Ensure all task force members are familiar with PR guidelines and functions.

G. Conduct all PR work in a professional and timely manner.

H. Work closely with other task force coordinators.
Specific Coordinator Duties:


  1. MAIL OUT COORDINATOR:

    1. Develop and send out information packets and meeting lists as requested.

    2. Develop and maintain monthly mailing contact list.

    3. Update monthly mailing list and requests regularly.

    4. Develop and implement letter, bulletin, and/or newspaper advertising programs.

    5. Maintain an accurate inventory of supplies and literature.

    6. Submit a monthly WVASCNA literature request for PR chairperson.

    7. Submit a monthly mail out report (to include requested and mailed literature, postage, etc.).




  1. COMMUNITY PRESENTATION COORDINATOR:

    1. Develop outline and guidelines for community presentations.

    2. Respond to requests for community presentations.

    3. Develop and schedule community presentations.

    4. Develop and maintain speaker pool and booth participant lists.

    5. Organize and conduct orientations for the preparation of all speakers and booth participants.



  1. MASS MEDIA COORDINATOR:

    1. Develop and maintain a media contact list for TV, radio and newspapers.

    2. Present Public Service Announcements to local TV and radio stations.

    3. Prepare, maintain and store written and taped messages for the media.

    4. Contact all media sources on a regular basis.

    5. Develop mass media programs.

    6. Establish contact and/or connection to the Regional Website (WVASCNA email account).

    7. Review requests from website, respond or delegate to appropriate trusted servant.

    8. Respond to requests to post information on website.

    9. Work closely with the Outreach Subcommittee to acquire meeting list updates.

    10. Contact regional PR and/or webmaster, regularly, to update the West Valley meetings and activities on the regional website.

Newsletter Sub-committee Guidelines

Primary Purpose
The Newsletter subcommittee’s primary purpose is to carry the message of Narcotics Anonymous and to provide information to the West Valley to foster unity and encourage involvement in NA events and service.
Functions
A. To present a newsletter to the WVASC every month.

B. To supply information about meeting changes, service opportunities, and NA events in a clear, easy-to-read format.

C. To provide one copy for each GSR, board member, and sub-committee chair at each monthly WVASC meeting.

D. To announce any corrections prior to the end of the monthly WVASC meeting.

E. To limit printing expenses by providing the newsletter by e-mail to any interested NA member on the mailing list.

F. To keep clear and accurate financial records of printing expenses.

G Include a Conference Approved NA Logo on the West Valley Area Newsletter for easy identification that it is a Narcotics Anonymous Newsletter. Also include in each monthly newsletter that any flyers submitted for distribution by the ASC to homegroups include a Conference Approved NA logo or symbol for ease in identifying the event as a NA event.

Committee members
The committee members will consist of a chairperson, vide-chairperson, editor, information coordinator, secretary, and treasurer, all of whom, other than the chairperson are elected by the Newsletter sub-committee. In keeping with Tradition Five, all NA members are encouraged to participate in Newsletter sub-committee meetings.


SUGGESTED CLEAN TIME AND DUTIES OF THE OFFICERS


Chairperson

Requirements:



  1. Two years clean time

  2. Knowledge and experience of WVASC

  3. Working knowledge of the Twelve Steps and Twelve Traditions of NA

Duties:


  1. Prepares an agenda and presides over all Newsletter sub-committee meetings.

  2. Prepares progress and financial reports and attends the monthly WVASC meetings as the voice of the newsletter committee.

  3. Co-ordinates and is responsible for all work done by the Newsletter sub-committee.

  4. Submits a projected annual expense budget to the Area Treasurer. Any budget

requests which exceed previous year’s budget and/or previous year’s expenditures must be

accompanied with an explanation for why more funds are needed.


Vice-chairperson

Requirements:



  1. Two years clean time

  2. B. Knowledge and experience at WVASC

  3. Working knowledge of the Twelve Steps and Twelve Traditions of NA

Duties:


  1. Attends all Newsletter sub-committee meetings.

  2. Works with the chairperson to ensure the smooth running of the sub-committee and performs the duties of the chairperson in case of absence.

  3. Will step in to fill the role of the chairperson, editor, information coordinator, secretary, or treasurer in their absence.


Editor

Requirements:



  1. Two years clean time

  2. Knowledge and experience at WVASC

  3. Working knowledge of the Twelve Steps and Twelve Traditions of NA

  4. Unrestricted access to a computer.

Duties:


  1. Attends all Newsletter sub-committee meetings

  2. Works closely with the Information Coordinator to develop content for the newsletter

  3. Develops and produces the format of the newsletter

  4. Delivers a printable edition to the treasurer a week prior to the monthly WVASC meeting


Information Coordinator

Requirements:



  1. Two years clean time

  2. Knowledge and experience at WVASC

  3. Working knowledge of the Twelve Steps and Twelve Traditions of NA

Duties:


  1. Attends all Newsletter sub-committee meetings

  2. Contacts each sub-committee chair to determine the need for service positions and clean time requirements, as well as the date, time and location of the next sub-committee meeting

  3. Obtains information about up-coming events

  4. Works closely with the editor to provide information two weeks prior to the monthly WVASC meeting


Secretary

Requirements:



  1. One year clean time

  2. Working knowledge of the Twelve Steps and Twelve Traditions of NA

Duties:


  1. Attends all Newsletter sub-committee meetings

  2. Records the minutes of every Newsletter sub-committee meeting and maintains the archives

  3. Distributes copies of the minutes to each sub-committee member prior to the next meeting

  4. E-mails the newsletter to everyone on the mailing list


Treasurer

Requirements:



  1. Two years clean time

  2. Working knowledge of the Twelve Steps and the Twelve Traditions of NA

  3. Completed “Statement of Understanding and Financial Responsibility”

Duties


  1. Attends all Newsletter sub-committee meetings.

  2. Prints (40) copies of the newsletter prior to the monthly WVASC meeting.

  3. Maintains an accurate record of the printing expenses and submits the receipts to the chairperson prior to the monthly WVASC meeting.


Proofreaders

Requirements



  1. Three months clean time

Duties


  1. Meets with the editor two weeks prior to the monthly WVASC meeting to

proofread each edition


OPERATIONAL GUIDELINES


A. Participants

1. Must be members of NA.


B. Terms of office

  1. At the first Newsletter meeting following the WVASC election each year, the committee will elect all officers who will assume their duties immediately.

  2. All retired officers will serve as an advisory committee to assist newly elected officers for a period of two months.

  3. No elected officer may hold the same office for more than two consecutive terms. Short-term replacements (defined as the filling of any elected position mid-term) are not counted as term.


C. Voting procedures

  1. The Newsletter sub-committee will hold regular monthly meetings in a centrally-located place at a pre-set date and time. Special meetings may be called by a majority vote of by the chairperson or vice-chairperson upon request.

  2. Each member of the Newsletter sub-committee will have one vote, and each officer can vote, except the chairperson, who votes only in the case of a tie.

  3. Any member not present for two consecutive meetings will not be able to vote, and any new member may vote at their second consecutive meeting.


D. Fiscal responsibility

  1. At the monthly sub-committee meeting, the treasurer will make a written report and submit it to the chairperson.

  2. The chairperson will then submit a check request to the WVASC treasurer to pay for the following month’s printing expense.

  3. The chairperson will return the completed check to the treasurer who will then make copies prior to the WVASC meeting the following month.
